Human Resource Management (HR) is widely recognized as a strategic driver of organizational performance. In the Nigerian public sector, however, inefficiency, poor service delivery and low productivity persist despite reforms. This paper examines the relationship between HRM practices and public organizational effectiveness in Federal Ministries, Departments and Agencies in Nigeria from 2015-2025. Anchored on Resource-Based View (RBV) and New Public Management (NPM) theories, the study adopts a desk review and secondary data analysis approach. Data from OHCSF, NBS, World Bank and FIRS were analyzed. Findings reveal that strategic HRM practices, merit recruitment, training, performance management and competitive compensation have a significant positive effect on efficiency, service quality and employee productivity. However, political interference, inadequate funding, and weak implementation limit outcomes. The paper recommends institutionalizing meritocracy, digitalizing HR, and fully implementing the Performance Management System to improve public organizational effectiveness.
